Remove dissipation part duplication

Closes #20 (closed)... manually.

Dissipation part pos/neg are basically the same code with some flipped indices/signs -- should be duplicated.

So far this work exposes an issue with the testing suite where a significant bug can hide in the WENO weight computation (#22 (closed))
