use absolute tolerance in test_partition_interpolation for now

testing order of convergence doesn't make sense since the error
*should* be 0 regardless of scale. it's not exactly 0 right now
due to some limitations of the interpolation 'snapping' being
done in the _resample_point_pick_indices method of
DirectDiscretizationConnection
