ViennaCLCommon.cmake: Source-package no longer builds test by default.

The tests require uBLAS to be available, which is not necessary the case on the target machine.
If tests should be build, configure with
 cmake .. -DENABLE_UBLAS=ON -DBUILD_TESTING=ON
