Addition of a bisection algorithm for eigenvalue computations

Implementation of an eigenvalue solver for tridiagonal symmetric
matrices based on the sample provided with the CUDA 6.0 SDK.
Implementations in CUDA and OpenCL exist.
Tests and examples have been created.

Correction of the Doxygen documentation in the file linalg/tql2.hpp
