CMake: Adding -Wextra to pedantic flags (switch ENABLE_PEDANTIC to on)

ViennaCL compiles cleanly with -Wextra for quite a while, so there's no
reason other than CUDA not to use it. Switch this on whenever not
building with CUDA.
