Refactor CUDA tracing.
Fix new-style error reporting.
Only release GIL for certain, non-cleanup functions.
  (Cleanup functions may be called after Python
  deinitializes, which then causes the GIL release code
  to abort.)
Add sticky allocators to GPUArrays.
