Add benchmarks for translations

asv works now. I thought of using asv so that we can extend this to more things like benchmarking time, etc. There's a script run_asv.sh which compares master and the current commit with a factor of 1 (current/master > factor fails). If this can be run on a single machine for all CI jobs, then we can have graphs.
