Ensure order 0 translations work after recent loopy changes

I suspect the translation operator generation will suffer from the same issue as encountered in pytential!88 (merged) when generating anything that has one output - there will be an error that the nosync statement doesn't match any instructions.

Do we test order 0 anywhere?
