Display Exceptions

Heting Gao requested to merge displayexceptions into master

In the grant exception stage 2 page, display the latest exceptions granted.

The exceptions granted in stage 3 page have two types: permissions and gradings. I added a function that retrieves latest exceptions record and handles the two types (one can grant only one type or both types of exception in one time). I added an html template to display the all the exceptions.
