If we get a numpy float here, sqlite3 barfs. This commit fixes that.

Add a .loc time series aggregator that only accesses the local rank's value.
If only local watches are found, don't communicate during watch display.

Instead, set up runalyzer-gather to do this gathering.
Also, fix warning capture in parallel.
