Update to new LayerPotentialBase

I think I managed to break some other stuff too!

  • A lot of the tests timed out.
  • A couple of tests in test_scalar_int_eq.py seem to be failing with assigning to '__global double' from incompatible type 'cdouble_t'. Any hints where to start debugging?
