remove dtype hash hack since it is fixed in pypy

remove hack from Program, it is not done in master branch and should not be in the backends if needed

fix typo in MemoryObject.get_host_array, disable get_host_array for MemoryObject without USE_HOST_PTR since the returned array may not be valid
