Adjust setup.py so that "pip install" pulls in the dataclasses package on Python 3.6 (#483) 



* update setup.py so that pip install on Python 3.6 pulls in the dataclasses package

* fix whitespace inconsistencies in setup.py

* Drop redundant dataclasses dep from test_requires
