Import graph function `compute_sccs` from pytools, where it now lives

James Stevens requested to merge jdsteve2/loopy:use-graph-functions-moved-to-pytools into master

Now that compute_sccs has been added to Pytools, remove it from Loopy and import it from pytools.graph. Also bump Pytools version dependency.
