ISL: Be quieter when failing to find an upper/lower bound.

Without this, we occasionally get the following error written to
stderr:

isl/isl_tab_pip.c:499: unbounded optimum
```

for certain inputs to the automagic scan detection. Since the inputs
are valid kernels, this is undesirable.
