WIP: StiffnessOperators on Curved Meshes

This is part of the series with !50 (closed) and !51 (closed). It aims to make grudge work on curvilinear meshes and surfaces by using WADG and other surface operators like in here.

  • Extend tests for StiffnessOperator and StiffnessTOperator, not just DiffOperator.
  • Depends on !50 (closed) and !51 (closed).
