WIP: SBP-DG Interface

Attempts to implement the SBP-DG coupling methods of Kozdon and Wilcox, starting with modification of the advection symbolic operator.

  • ⚠ Needs meshmode!73 (closed) to be merged
  • ⚠ Point requirements.txt back to main before merging
