Add tests for complexity of generated translations

@isuruf Following up on this discussion, I think it would be useful to tests that ensure that the flop counts of the translation operators are not getting worse over time. I would prefer if we could establish this as a relatively tight bound on master, merge that into !68 (merged), and then go from there.
