Strict scipy dependency

Leap currently has a strict build-time dependency on a fairly new (>=0.14) scipy. Most of the machinery doesn't need it, and I'd prefer if that dependency were removed and the relevant tests skipped if a sufficiently new scipy is unavailable. (Do we really need >=0.14?)
